Exclusion & MCIR
Eligible professionals and hospitals may attest exclusion to the immunization meaningful use objective if the immunization information system’s public health agency deems the system does not have the capacity to receive immunization data. MDCH has determined MCIR has the capacity to receive immunization data in accordance with the established meaningful use vocabulary and content exchange standards. Therefore, all eligible professions and hospitals administering immunizations in Michigan do not qualify for exclusion to the meaningful use objective of capability to submit electronic data to immunization information systems.
The Michigan Department of Community Health has established a simple mechanism; to submit the one test message to meet the first portion of stage 1 meaningful use. The mechanism does not require a special transport, interface or other custom requirements. MCIR supports HTTPS POST to a secure URL. If the sender's certified EHR is not currently configured to automatically send to the URL, the submitter can manually copy the message into a form on the URL.
